not done yet. good evening, i am veronica de la cruz. >> and i am alan martin, meteorologist, check in the next round. >> live in santa cruz where they are cleaning up after getting hit with 10 inches of rain. >>reporter:that is right the san lorenzo river here in downtown santa cruz is a lot more tame, that it was earlier today when it flooded several homes. a couple of miles upstream. this area was really hit hard by the storms bringing lightning, wind, and rain. troubles -- shovels, mops, and chainsaws are all being used to put santa cruz county back together after being battered by weekend storms. >> the thunder sounded like a bomb was going off >>reporter:david bach what is calling it a miracle that a 100- foot eucalyptus tree did not tell anyone when it toppled over in a thunderstorm early this morning. and knocked out power lines and closed 26 street for the whole day.

>> is a church camp here, we are praising god it fell right between the church and the neighbors property. nobody got hurt. >>reporter:the power of nature was also on display at the san lorenzo river in boulder creek. >> it looks like a pretty big river going on. >>reporter:this is what happens when 11 inches of rain falls in a short period of time. a break in the storms brought out neighbors to marvel at the show of force >> it was pounding my tin roof. it was making me feel like it was going to crush my car or something >>reporter:the san lorenzo and socal creek both crusted a few inches above flood stage between 10 p.m. on sunday and 3 a.m. on monday. that triggered evacuation warnings, but some homeowners in paradise park were still caught off guard >> i came downstairs for something else, and i heard a river running through the house. i was like what? [laughter] i came down here it was waist

deep water. >>reporter:you can see the water line next to the tv. neighbors also say their cars were flooded before the river subsided. ironically, one neighbor was grateful. >> we need the water. i hate to see it come that fast, but we still need the water. >>reporter:you hear that a lot when you talk to people, especially up in the santa cruz mountains that typically gets a lot of rain, in a short period of time during the winter months, but what they fear even more than flooding is the threat of fire during the dry season this summer. reporting live in santa cruz, kpix5 a warning for beachgoers and surfers, a high surf advisory is in effect or tomorrow morning. take a look at the powerful wave -- waves at ocean beach today. signs are posted telling people to watch out for rip currents and more damage in a place that has already taken the brunt of el niño storms. a chunk of concrete that supports a pedestrian walkway fell in half moon bay. the bridge is on marano road near coastal trail, kpix5

medina tells us this happened just weeks after crews already have to make -- how to make emergency repairs. >>reporter:sometime overnight, the concrete that used to cover the dirt wall next to the pedestrian bridge broke and fell. any people who live here wonder what can happen next. bob baldwin's camera is capturing the latest damage to miramar beach. >> will be a lot of work to do the pictures. >>reporter:he hopes this is the last time. >> am disappointed it did happen. we did not need that >>reporter:sometime in the middle of the night, the powerful surf, and/or heavy rains washed away the heavy chunk of concrete wall exposing the dirt wall behind it that is connected to the pedestrian bridge. >> when i came out, it was not there anymore >>reporter:marty lives just up the way, he watched cruz a drop huge boulders next to the bluff after the waves ate at it. >> that used to be a whole section of khost that just disappeared overnight. the force of these tides is

immense. >>reporter: little by little the erosion is inching its way too close to home. >> if they don't get on it real fast, the green line down the middle of the street is where the sewer line runs. it isn't that far from the edge of here. >>reporter:for now, the pedestrian bridge is closed. as many cross their fingers the repairs get done quickly before the power of the ocean takes over. >> if this bridge is in here, you would have to walk on the highway to get north if you are a pedestrian. several people have been killed up there i will not walk up there. >> it's a tribute to the power of nature. >>reporter:the public works director says workers will be out here later today assessing the damage. what kind of repairs need to be done is still unknown in half moon bay, maria medina kpix5 demolition crews are getting set for another job in pacifica, the apartments of 320 esplanade they will be taken down to the ground beginning

thursday. the building was red tagged six years ago. the city manager says pacifica could become a test case for other communities. >> to me, this seems a call for action, but what we are going to do in the longer-term. this will be on the cutting edge of what is going on with climate change. what are we going to do to protect our city under these conditions? >> one apartment building has a ready been demolished. the next battle, the city will be working to save the street itself. chief meteorologist, paul looking at our rainfall totals. not done raining outside right now, we are picking up some showers right now, just to the west of walnut creek. just to the east of berkeley and oakland, but the hills are getting slammed including highway 24 right above the tunnel. north all the way to vallejo, south all the way to san leandro working its way south. that is our last shower, the last one out there.

you can see it in the background. beautiful sunset colors swimming against the side of the rain. napa for inches of rain over the past three days. nearly that in fremont nearly two and a half inches taken the cake the santa cruz mountains. nearly a foot of rain over a three-day period. how are we doing in san francisco? last water year we had 18 inches of rainfall, we are nearly there with 3.5 months to go and more rain coming up later on this week. let's look at future caste, rain moving out tonight. tomorrow morning we start dry, the next round of rain was in tomorrow evening which showers likely threat the day on wednesday. if you are circling a day for a soaker, there is another one coming it is thursday. we will talk about how much rain to expect and how long that round of rain will last that is coming up

weather was likely to blame for a collapsed roof at a san jose office building this morning. luckily, workers were not yet in that area. firefighters arrived, on scene, to find a gaping hole in the roof. would teams in the air conditioning system crashed out of the office. the building has been red tag. a man had to be rescued after driving down in a bank and in the guadalupe river in san jose this morning. this could have very well turned into a water rescue. his previous came to a stop close to the river. caltrans crews that use bulldozers to clear trees highway 92 just east of half moon bay. the roadway was closed for several hours overnight every open just before 6 o'clock this morning the high sierra walloped with fresh snow today. check out the winter he wintry scene just a few hours ago, some near whiteout conditions. the snow created scary conditions on interstate 80 year earlier today. i 80 was closed at colfax for eight hours. forcing stranded drivers to

wait out that storm. once a reopen, conditions were still pretty treacherous causing drivers to spin out. >> i was doing 20 miles an hour, got super slushy on the road and i hit a spot where i had no traction i thought i had four-wheel-drive, but apparently doesn't work. i kind of slid, and i just let it go and we went into the embankment. >> we checked with caltrans about 30 minutes ago, so far there are no closures to report tonight along i 80. southern california also got hit with snow in the higher elevations for you this is frazier park right alongside the grapevine on i hi5, kids are playing in that snow today. even though there is no on the ground, interstate five to the grapevine is open a wild chase and shootout today in the north bay, this is how it ended. cars smashed up on a busy highway with debris all over the place. and a suv riddled with bullet holes. elizabeth is in the newsroom for us, i understand one of the victims took matters into his own hands. >>reporter:this all started in

a man spotted someone breaking into his work truck. he got a gun, i decided to confront the creek. this was in front of a home on wilton street in napa. the burglary suspect tried to escape. but the victim fired off several shots at the portion that sped off. it was ultimately crash on highway 29 near highway 37. here is that porsche suv, there are several bullet holes in the back of it and smashed a pretty good. take a look at the front of it. the front tire was flat, as officers chased after him on highway 29. i think that was from the driver passing cars in the shoulder. the porsche hit at least two cars as the chase came near and then there vallejo. we are told to people were hurt and how to go to the hospital. they have been treated and released. police ran to the porsche bringing it to a stop. the man and woman inside were arrested. one of the suspects is wanted

in marin county for a different crime. reporting from the newsroom, elizabeth cook. back to you. san francisco police make an arrest in last month's attack on a soccer referee. gabrielle lopez is charged with battery resulting in a serious injury officers arrested him friday in richmond. he's accused of attacking a referee after he was ejected after a game. the referee was punched in the side of the head. he suffered a broken jaw and he lost several teeth. a woman was violently attacked over the weekend after getting into the wrong car. this happened outside a nightclub on the tomah and fifth street and seven cisco. police say she mistakenly got into a car thinking it was one she had ordered on a rideshare app. the stranger behind the wheel drove her to bark -- blocks before attacking her. she fought back and managed to drop out. the driver described as the man in his 60s sped off. the family of a man who died after being put in handcuffs wants to reopen the case. they still have questions for

oakland police. kpix5's why they say a six figure settlement not nearly enough. >>reporter:that is right, this case in this video you are about to see was an emotional piece of the case that resulted in $450,000 settlement for wrongful death. now the family says no, they want to take that off the table, and are calling for an investigation. here's the story. the final minutes of 51-year-old life, were captured forever on this video obtained by the contra costa town and all of its disturbing detail. now, some 2.5 years later his sister has linked up with social media to bring the case back to life. [inaudible] what we do know is on the night of july 8, 2013. he phoned 911 say she heard screaming from her brother's room. >> i thought that somebody was attacking my brother. >>reporter:when police arrived

there was no intruder, but they were unsure about his mental state. >> i asked them in my arrested? and they said no, you're not arrested. my brother did not want to go to the patrol car. >>reporter:oakland police say he resisted and had to be restraint. the coroner's office has his death was the result of multiple drugs in his system. >> one of the officers put his knee in his back, and the lower back, and one other was pressing my brother to check if he was breathing. >>reporter:was he taking drugs? >> no. >> they are killing me. >> they were very irresponsible not to give him cpr right away.

>>reporter:the case has been taken up by the courage c ampaign, a progressive political network with over 1 million members. the campaign has launched an internet petition drive calling for the case to be reopened. >> over 70,000 people have signed, it's one of the more viral petitions we have had recently. >> is killing me! >>reporter: oakland mayor tells us she is just hearing about this call for an investigation and she is on the phone to the district attorney to see what the city and county's options are. it's pretty clear that the stories going to be around for a while, if it makes its way back to the courts, or at least into the court of public opinion. in oakland, phil, kpix5. >> the officers in question were cleared by the district attorney's office as well as an internal police investigation. it's hard to believe in the heart of food and wine country, one neighborhood is a grocery store desert. other damage from the napa place has left people stranded without a place to shop. the break in the search for the hit and -- hit-and-run driver hit and run driver who struck a six-year-old boy. a new video has police on -- hot on the trail

point-0 earthquake in 20-14e store was near the epicenter you are looking at the mess from inside a safeway store in napa following that 6.0 earthquake in 2014. the store was near the epicenter and suffered significant structural damage. the damage is so bad the store on jefferson street remains close to this day. as mike sugarman tells us the store closure has left us a food desert in that part of town. right, mike. >>reporter: it is a food desert, and wine country here in downtown napa the lights are on but nobody is home. this safeway is not open 18 month after the earthquake, and it's not just safeway, there is no place to shop around here.

what are central napping is doing about food? they do not have much of a choice. safeway is not talking, but napa is. in downtown napa it may not be surprising that things available for purchase. >> wine you can buy >>reporter:if you want a loaf of bread for that beside you you will have to put a cork in it. >> now they need to go to north napa or south napa. >>reporter:this safeway store was the only store in a wide radius of downtown it closed from damage in the 2014 earthquake >> i got a long list of letters from citizens saying -- >> it is not just brown loyalty, there's no place to shop now if you do not have a car. >> i know a lot of ladies that worked in there that help me a lot. because i am disabled. >> this is an all district they

built the senior center for them, because there was a safeway market there. and then they turn around and now the safeway they want to stay shut, they do not want to open it up >>reporter:safeway did not call us back to tell us why. we do know it has a 10 year lease on the property, and a no compete clause which says if it is not here, the landlord cannot run to another grocery store. >> we have been here a year, and i've heard a lot of talk that we have not seen any real results. >> we do not have a drug store downtown, nor a grocery store downtown. we are building more housing downtown. it's something that is really needed. how can you walk around town to get the things you need, go back home? >>reporter:why would safeway want 10 years of a lease to have to pay all that and not use the store? apparently there is a penalty if they cancel that lease, why will they not let another grocery store in? that we do

not know. they do not call us back. in napa, mike sugarman, kpix5 the high cost of living in san jose. rents have gone up as much as 10% year after year. in multicultural group organized the meeting because it believes that high rents have forced many people to leave the city. rent control, discrimination and evictions among the topics, the mayor will hear about. the meeting will start at 7 o'clock at overfilled high school. a growing problem for san jose's library system. the mercury news reports the system is facing nearly $7 million in unpaid fines across its 23 branches. about 39% of all san jose library cardholders about 187,000 people old money. city leaders are considering ways to solve a problem. the ideas include reducing the fines and creating an amnesty problem -- program. according to sfo, the airport experience a 50% increase of airport passenger

traffic. 1.2million passengers travel through sfo between february 1- february 9. they say a job of 4.6 million dollars in revenue is what they saw. some retailers reported as much as a 500% increase in sales. of the recent rain gave northern california lake much needed boost. reporter kelly ryan shows us. i got so much runoff the floodgates were opened today for the first time in years. >> is always an impressive sight when water is flowing over the spillway. >>reporter:impressive to look at and comforting to see after years without it. >> this is the first time since 2012 we have released water through the spillway gates >>reporter:because of the recent storms they are making changes of full sun. >> we were out about 4500 cubic feet per second, we are going to about 8000. >>reporter:a far cry from what we have seen because of the drought.

>> about a year ago we were releasing 900 cubic feet per second. we are going to be releasing nine times that much today. >>reporter:with a good snowpack and a -- quite a bit of water in the reservoir it is likely more changes will be in store. >>reporter:of the forecast plays out it was we are seeing it right now. i would suspect we will probably increase again sometime pretty soon. >> has of this morning, the lake was 68% full, the feds say they need to keep folsom about 60% capacity in the winter months to prevent flooding. >> we are not doing too bad right now, right paul? we are doing better, the drought will not end this year, but we are getting what we want, building up that reserve and those reservoirs. so many different levels of the struggle, there is the rain in the yard, the rate of the reservoirs, the snowpack but also all of the water we are pulled out of the ground the last 10 years. we would like to recharge all of it. rain helps. and we have rain out there right now. just leaving alejo, martinez and venetia but moving over lafayette, moraga, portions of

the berkeley hills, piedmont and some heavy rain has made it down to hayward and fremont. if this continues its track south, san jose you will likely get some additional rainfall between now and 7 o'clock. that system working its way north to south heading toward the south bay. the numbers confirm, look at sfo, a sustained wind at 36 miles per hour. it is windy on the peninsula, wendy on the city, not as many in the north bay. highs today generally in the 50s. the mid-sixties we were below average today. all with a high today of 58 degrees. your weather headlines, as we roll through the stormy pattern

porsche suv shot up, police a two burglary suspects were caught in the act in napa. the victims and fired at the porsche which was a getaway vehicle. police picked up the chase and it ended near a crash and earphone alejo. the two suspects were arrested. castro valley police looking for this man, 29-year- old daniel morris hit a 6-year- old boy with a stolen vehicle before taking off on foot. kpix5 julia goodrich is outside the dealership where the cops say the suspect was caught on surveillance video last night stealing cars. >>reporter: he was caught on surveillance video along with three other suspects, they stole his total of five cars overnight. one of those vehicles striking a six-year-old little boy who had been in surgery and his parents by his side. 12:30a.m., a total of four suspects wearing hoodies walk on a livermore ford rulership lot, they go straight for the keylock box area keys belonging to customers cars are dropped off for service overnight.

>> five cars total were stolen, they come through different times throughout the night. within a two hour period. >>reporter:hours later around 8 a.m., the one of the suspects drove -- driving a stolen black ford fusion struck a six-year- old little boy and his brother walking to school in castro valley. >> he stopped on his way to school to bend down a look at some work >>reporter:that is when he was hit by the stolen car after the drivers will -- swerved onto the sidewalk and hit a utility pole. pending the six-year-old boy's leg between the car and the pole, then took off. >> all we know, we got a white male was seen running from the scene. >>reporter:the chp has identified the hit and run driver is 29-year-old daniel moore from castro valley. the boys parents, and grandmother, always walk with them to school. >> i have a day care. >>reporter:the car dealership says they have never had cars stolen before.

this is where customers drop off their keys, in this lockbox, but the suspects were able to pry it open and go inside, grabbed the keys to five vehicles on this lot. one suspect has been identified, you can see him in this video, and chp is still working to identify the others. all caught on surveillance camera in the middle of the night. we did go to the hospital today to check on the little boy, he was in surgery all day. at one point, doctors thought he may lose his leg. we do not know if that is the case or not. we will check in on his condition. those four suspects are at large. in monterey, chp officers being called a hero for pulling two small kids out of a burning car. it happened around 10 a.m. on highway one. the officer noticed that the smoking car, and rush to help. you can hear him admonishing the mother, as they watch them rescue their children from the backseat. the children suffered smoke inhalation, but are expected to be okay. i suspect is at large after

i'm at one particular bay area highway is notorious for heavy traffic, but when out -- now one county leader has a solution to speed things up. what is around the road could stand in the way? >>reporter: highway 37 -- any commuter will tell you it is a nightmare. what you think about the traffic on 37? >> it sucks. it's always packed. >> it's crazy. it backs up here, you cannot get through. it takes forever. >> they really need to widen that road. >>reporter:this 21-mile stretch of roadway between highway 121 and sonoma county and vallejo has been a two-lane blacktop since the 1930s. nowadays, anything can slow down traffic. remember the elephant seal who
